That in recognition of the eminent services rendered by Professor Martin Biddle OBE FBA FSA to this City and the wider community regarding the study of the archaeology of Winchester this Council does grant to him the Honorary Freedom of the City of Winchester and that there be accorded to him such rights and privileges as the Council may from time to time confer on Honorary Freemen
