Issue - meetings

Councillor Tod introduced the report noting the progress against council priorities but that it referenced a period ending some months prior. 

At the invitation of the Leader, Councillor Horrill addressed the meeting as summarised briefly below.

As Chair of the Performance Panel, provided an overview of the Panel’s work and the process undertaken in reviewing the performance monitoring reports. 

The Strategic Director & Monitoring Officer explained the reasons for the timing of the report to Cabinet and agreed to examine if it would be possible to reduce the time between the relevant period and date of report, accepting the constraints of the pre-election period.

Councillor Tod drew members’ attention to the two recommendations from the Performance Panel which had been endorsed by the Scrutiny Committee for further consideration.  These related to request for end of project reports to be continued to be considered by the Performance Panel  and that a review be undertaken of the key performance indicators.  Cabinet also agreed that future performance monitoring reports include the minutes from the relevant Scrutiny Committee, in addition to the minutes of the Performance Panel.

Cabinet agreed the following for the reasons set out above and outlined in the report.

RESOLVED:

1.            That the progress achieved during Q3 of 2021/22 be noted the contents of the report CAB3339 be endorsed.

2.            That the recommendations of the Performance Panel (as contained as appendix 6 to CAB3339) as endorsed by the Scrutiny Committee held 3 March 2022, regarding the continuation of receipt of “end of project reports” and a review of the key performance indicators be supported.

RECOMMENDATIONS

That the Scrutiny Committee:

1. Notes that the Performance Panel met on the 24 February 2022 to scrutinise the attached report, CAB3339 and its associated appendices. The minutes of the panel’s meeting will be circulated to the Scrutiny Committee before it meets on the 3 March 2022 and will be included at appendix 6 of the Cabinet report.

2. Notes that the Chairperson of Performance Panel will provide a verbal update at the Scrutiny Committee.

3.    Raises with the Leader or relevant Cabinet member any issues arising from the information in this report, ref CAB3339, which is being presented to Cabinet in May 2022 and considers whether there are any items of significance to resolve or to be drawn to the attention of Cabinet.

The Chairperson of the Performance Panel introduced the report and informed that the panel had met on 24 February 2022 to scrutinise the cabinet report, ref CAB3339 available here.

Councillor Horrill confirmed that all members had received the draft cabinet report, the pre-submitted questions, and the draft minutes of the panels meeting. The committee was also advised that an update on any outstanding actions would be circulated to all members.

Councillor Horrill drew members' attention to two issues arising from the panels meeting:

1.    The panel welcomed the inclusion on its agenda of the "End of Project Reports" and supported its continuation

2.    The panel suggested that as part of the council plan refresh that a review of the key performance indicators used as part of the quarterly performance reports would be appropriate.

2.     Noted the draft minutes of the panel and the verbal update provided by the Chairperson.
