Minutes:

Councillor Evans declared a personal and prejudicial interest in respect of the item; Staddlestones, High Street, Soberton, Southampton (Case No: SDNP/20/04774/HOUS) and left the meeting for consideration of the item, taking no part in the discussion or vote thereon.

 

Councillor Bentote declared a personal (but not prejudicial) interest in respect of the item; Land To South Of Dell Cottage, Winchester Road, Shedfield as he was a ward councillor on one of the items (Case no: 20/01329/FUL). 

 

The Chairperson, Councillor Pearson and Councillor Bentote declared a personal (but not prejudicial) interest in respect of the item: Land and Track North of The Limmers, Winchester Road, Durley (Case No: SDNP/21/01084/FUL) as they were acquainted with the Parish Council representative and they remained in the meeting for consideration of the item and took part in the discussion and voted thereon.

The application was introduced. During public participation, Councillor Maggie Hill (Colden Common Parish Council) spoke in objection to the application and Kate Chapman and Anna Gillings (agent) spoke in support of the application and answered Members’ questions thereon. The application was debated by members of the committee.

 

RESOLVED:

 

The committee agreed to grant permission for the reasons and subject to the conditions and informatives set out in the report, subject to an additional condition regarding an increase in the number of electric vehicle charging points and an additional informative regarding the site being placed on an archaeological watch list, with the exact wording of this delegated to the Service Lead, Built Environment

Proposal Description: Erection of three dwelling houses, with associated landscaping, access and parking.

 

The Chairperson announced that all members of this committee had recently undertaken a site visit and advised that if members had asked specific questions at the site visit, then these should be repeated at this meeting.

 

The application was introduced and the Service Lead, Built Environment referred members to the Update Sheet which provided details of a further consultation response received from Hampshire County Council Highways department relating to condition 13. In addition, members were advised that two further objections had been received which had resulted in a total of 16 objections from 15 separate households.

 

During public participation, Mrs Burnley spoke in objection to the application and Mr Rees (applicant) spoke in support of the application and answered Members’ questions thereon. The application was debated by members of the committee.

 

RESOLVED:

 

The committee agreed to grant permission for the reasons and subject to the conditions and informatives set out in the report and the Update Sheet, subject to an additional condition to remove permitted development right in Classes A, B, C and D and an amendment to condition 3 relating to the provision of materials for the end elevation, with the exact wording of this delegated to the Service Lead, Built Environment.

The committee agreed to grant permission for the reasons and subject to the conditions and informatives set out in the report and the Update Sheet and subject to an additional condition to remove permitted development rights in Classes A, B, C and D.

The application was debated by members of the committee.

 

RESOLVED:

 

The committee agreed to grant permission for the reasons and subject to the conditions and informatives set out in the report, subject to an additional condition that required the barn to be solely used for agricultural storage purposes, with the exact wording of this delegated to the Service Lead, Built Environment.

During public participation, Mrs Cleaver and Councillor Josephine Wood (Bishops Waltham Parish Council) spoke in objection to the application and Mr Papps (agent) and Mr Rees (applicant) spoke in support of the application and answered Members' questions thereon. The application was debated by members of the committee.

 

RESOLVED:

 

The committee agreed to grant permission for the reasons and subject to the conditions and informatives set out in the report subject to an amendment to condition 7 to alter the hours of operation to 7am to 7pm, Monday to Saturday with no operations on Sundays and Public Holidays and an additional condition regarding the site drainage, with the exact wording of this delegated to the Service Lead, Built Environment
