Appointment of Vice-Chairperson for 2022/23

RESOLVED:

 

That Councillor Rutter be appointed Vice-Chairperson of the committee for the 2022/23 municipal year.

Cllr Westwood declared a personal (but non-prejudicial) interest in respect of the item: St Pauls Medical Practice, Alison Way, Winchester, SO22 5DD (case number: 22/00101/FUL). He stated that this was due to him being a patient of the medical practice and a ward councillor for that area.

Proposal Description: Construction of 3 No treatment rooms at first floor level over existing single-storey pharmacy.

 

The application was introduced and during public participation, Philip Heiden (Applicant) spoke in support of the application and answered members' questions.

 

The committee proceeded to ask questions and debate the application.

 

RESOLVED:

 

The committee agreed to grant permission for the reasons and subject to the conditions and informatives set out in the report.

 

In addition, the committee agreed to an additional informative that recommended that the applicant or their contractor prepare a Construction Management Plan to be followed as part of the construction process to ensure limited impact to the local highway network and local residents.

Proposal Description: Replacement building in the same location with slightly larger, better built and without the windows.

 

The application was introduced, and members were referred to the update sheet which advised of an amended description of development of "Replacement single-storey side extension" and an updated informative number 4 to remove the reference to the “COVID-19 flexibility” as this had expired.

 

The committee proceeded to ask questions and debate the application.

 

RESOLVED

The committee agreed to grant permission for the reasons and subject to the conditions and informatives set out in the report.

The Service Lead: Built Environment introduced the report which provided the committee with a detailed summary of the five appeal decisions for the period January 2022 to March 2022. Two updates to the report were drawn to members’ attention:

 

1.    Page 123 of the report pack. The period of time should read as January 2022 to March 2022

 

2.    Page 125 of the report pack should read:

 

·       Appeals Allowed 40%

·       Appeals Dismissed 60%

 

 

            RESOLVED:

 

That the summary of appeal decisions received during January 2022 to March 2022 be noted.
