1.	Appointment of Vice-Chairperson for 2022/23 Minutes: RESOLVED: That Councillor Rutter be appointed Vice-Chairperson of the committee for the 2022/23 municipal year.
2.	Disclosures of Interests To receive any disclosure of interests from members and officers in matters to be discussed. Note: Councillors are reminded of their obligations to declare disclosable pecuniary interests, personal and/or prejudicial interests, and on predetermination or bias in accordance with legislation and the Council’s code of conduct. If you require advice, please contact the appropriate Democratic Services Officer, prior to the meeting. Minutes: Cllr Westwood declared a personal (but non-prejudicial) interest in respect of the item: St Pauls Medical Practice, Alison Way, Winchester, SO22 5DD (case number: 22/00101/FUL). He stated that this was due to him being a patient of the medical practice and a ward councillor for that area.
3.	Minutes of the previous meeting PDF 122 KB Minutes of the previous meeting held on 16 March 2022. Minutes: RESOLVED: That the minutes of the previous meeting held on 16 March 2022 be approved and adopted.
4.	Where appropriate, to accept the Update Sheet as an addendum to the Report PDF 123 KB Minutes: The committee agreed to receive the update sheet as an addendum to report PDC1201.
5.	Planning Applications (WCC Items 7-9) (PDC1201 and Update Sheet refers) Minutes: A copy of each planning application decision was available to view on the council’s website under the respective planning application. The committee considered the following items:
6.	St Paul's Medical Practice, Alison Way, Winchester, SO22 5DD (case number: 22/00101/FUL) PDF 432 KB Additional documents: St Pauls Medical Practice Presentation , item 6. PDF 3 MB Minutes: Proposal Description: Construction of 3 No treatment rooms at first floor level over existing single-storey pharmacy. The application was introduced and during public participation, Philip Heiden (Applicant) spoke in support of the application and answered members' questions. The committee proceeded to ask questions and debate the application. RESOLVED: The committee agreed to grant permission for the reasons and subject to the conditions and informatives set out in the report. In addition, the committee agreed to an additional informative that recommended that the applicant or their contractor prepare a Construction Management Plan to be followed as part of the construction process to ensure limited impact to the local highway network and local residents.
7.	23 Morley Drive, Bishops Waltham, SO32 1RX (case number: 22/00043/HOU) PDF 285 KB Additional documents: 23 Morley Drive Presentation , item 7. PDF 732 KB Minutes: Proposal Description: Replacement building in the same location with slightly larger, better built and without the windows. The application was introduced, and members were referred to the update sheet which advised of an amended description of development of "Replacement single-storey side extension" and an updated informative number 4 to remove the reference to the “COVID-19 flexibility” as this had expired. The committee proceeded to ask questions and debate the application. RESOLVED The committee agreed to grant permission for the reasons and subject to the conditions and informatives set out in the report.
8.	Land At The Rear Of Alma Inn, Alma Lane, Upham, Hampshire (case number: 21/02810/FUL) PDF 189 KB Additional documents: Land Rear of Alma Inn Presentation , item 8. PDF 1023 KB Minutes: This application was withdrawn.
9.	Confirmation of Tree Preservation Order TPO2306 - Land at Beaufort Drive, Bishops Waltham (PDC1202) PDF 501 KB Additional documents: PDC1202 - TPO presentation Beaufort Drive , item 9. PDF 1 MB Minutes: The report was introduced, and officers answered members’ questions. The committee proceeded to ask questions and debate the application. RESOLVED: That Tree Preservation Order 2306 be confirmed as set out in the report.
10.	Planning Appeals - Quarterly Report (PDC1203) PDF 299 KB Minutes: The Service Lead: Built Environment introduced the report which provided the committee with a detailed summary of the five appeal decisions for the period January 2022 to March 2022. Two updates to the report were drawn to members’ attention: 1. Page 123 of the report pack. The period of time should read as January 2022 to March 2022 2. Page 125 of the report pack should read: · Appeals Allowed 40% · Appeals Dismissed 60% RESOLVED: That the summary of appeal decisions received during January 2022 to March 2022 be noted.
