Councillor Langford-Smith made a personal statement that she was the Ward Member in respect of item 10 (12 Laxton Leaze, Waterlooville – case number: 26/00576/HOU). However, she had taken no part in discussions regarding the application, therefore she took part in the consideration of the item and voted thereon.
Councillor Rutter declared an interest in respect of Item 7 (High Land, Lanham Lane, Winchester – case number: 26/00568/FUL), further detail of this interest as set out under the relevant item below.

To prevent the possibility of any appearance of bias on this application due to ongoing issues with the developer, she stated that she would take no part in the determination of the application and left the meeting for the consideration of the item taking no part in the discussion or vote thereon.
The Vice-Chairperson, Councillor Williams took the Chair for the consideration of this application.

The application was introduced. Members were referred to the Update Sheet which set out the following:
(i) A flyer had been distributed by the agent regarding the scheme to members of the committee. (ii) Councillor Lee had circulated a letter to the committee setting out his comments on the application as he was unable to attend the meeting.
In addition, the planning case officer gave a verbal update at the meeting in respect of Condition 9. A late consultation had been received from the drainage engineer confirming that the surface water details were adequate with no further amendments. However, with regards the foul water, the description had been amended to add in a caveat that the details shall include appropriate structural protection measures to ensure the integrity of the foul drainage under the traffic loading.
During public participation, Jake Russell spoke in support of the application and answered Members’ questions thereon The Committee proceeded to ask questions and debate the application.
