To receive any disclosure of interests from Members and Officers in matters to be discussed.

Note: Councillors are reminded of their obligations to declare disclosable pecuniary interests, personal and/or prejudicial interests in accordance with legislation and the Council’s Code of Conduct.

Note: members of the public wishing to speak about a particular agenda item are required to register three working days in advance if they wish to speak at a Cabinet Member Decision Day.  Representations from the public will normally be taken during the appropriate item (after the Cabinet Member’s introduction (and any comments from the leading officer) and before representations from visiting councillors.

Visiting Councillors Representation

To note any request from visiting councillors to make representations on an item for decision.

Note: Councillors wishing to speak about a particular agenda item are required to register three working days in advance if they wish to speak at a Cabinet Member Decision Day.  Councillors will normally be invited by the Chairman to speak during the appropriate item (after the Cabinet Member’s introduction (and any comments from the leading officer) and any public participation).

Decision:

1.            That, following the Central Winchester Regeneration Open Forum on 17 February 2020:

 

a.    The progress on the project towards implementing the SPD as outlined in this report be noted. The vision and objectives of the SPD can be seen at appendix F

 

b.    The content of the presentation shared at the Open Forum on 17 February be noted

 

c.    The feedback given at the Open Forum be noted

 

d.    The project team be instructed to consider the comments made during and after the Open Forum (appendix D and E) and feedback at the next Open Forum on how they have been used to assist with scheme development. A summary of the comments can be seen at paragraph 8.15.

 

e.    That support for the vision, objectives and planning and urban design framework for the future development of the Central Winchester Regeneration area contained within the Central Winchester SPD is reaffirmed.

 

f.     The project team be instructed to pause planning for refurbishment work on Coitbury House and consider options for the building in the emerging CWR development framework scheme.

 

g.    The project team be instructed to commence detailed feasibility and planning to develop Kings Walk as employment and retail space supporting the aspirations of the SPD and the council plan and for associated improvements to the public realm.
