1.             That an Exception to Contract Procedure Rules to enter into a further 12-month extension of the Long-Term Agreement (LTA) for Insurance Services and associated policies (contracts) from 1 April 2024, be approved.

2.             That Authority be delegated to the Corporate Head of Finance (s151 Officer) in consultation with the Service Lead – Legal Services (Interim) to seek insurance premiums for the period 1 April 2024 – 31 March 2025 and enter into the policies (contracts).

3.             That Authority be delegated to the Corporate Head of Finance to review and progress options recommended by the Hampshire Insurance Forum (HIF) for insurance policies from April 2025 onwards.

1.             That a capital grant of £10,000 be awarded to the Chapter of Winchester Cathedral in support of creation of the Jane Austen 250 year memorial statue. The financial award be made once work on the original is commissioned.

2.             That if funding for the bronze casting not be secured, it be noted that the clay original can be displayed for the anniversary year.

3.             That the Chapter work with the City Council in order to incorporate the Jane Austen 250 year memorial statue in trail leaflets and campaigns to provide the opportunity for as many people as possible to see the work, both during the anniversary year and after.

1.       That the extract of the draft minutes from The Scrutiny Committee held      on 22 November 2023 in respect of the Housing Revenue Account        (HRA) Business Plan and Budget Options (CAB3432) and General    Fund Budget Options and Medium-Term Financial Strategy (CAB3430), be noted.
