As a Council we currently have 2 different bin policies. One for the Black and Green bins and another for the extra payment of the Brown Garden waste bins.
The Black and Green bins were originally provided free of charge to the residents and yet there is no Fair Wear and Tear Policy.
(Black and Green Bins only) Residents who look after their bins for many years should not be expected to pay for a replacement due to the age of the bin. Nothing lasts forever and it's unreasonable to expect residents to pay for a replacement when they already pay for the service through their council tax. In these trying economic times, as a Council we have the option to change this.
(Brown Bin Only ) Residents who pay the extra charge for the Garden waste service should receive refunds if their bin is not collected. Under normal goods and service agreements, this takes place, and we see no reason why if residents are paying for a service that is not carried out through no fault of their own, why a refund should not be issued.
