Reason for urgency:
The reason for the urgency is further to receipt of the proposed consultation on the NPPF it is clear that the current timetable to adopt a new Local Plan for Winchester is at risk due to the proposed introduction of a new NPPF ‘before the end of the year’. If the Council had to rework its plan in line with a new NPPF, the district would be without a LP for at least another 2 years as our first review indicates the whole strategic framework of the plan would need to be reworked.
Considerable work and extensive public consultation has been undertaken to complete our LP work. The work completed to date has been recognised nationally as best practise but our current timetable is too slow to meet the transitional requirements given the timetable in the consultation document.
Under Paragraph 17 of the Access to Information Procedure Rules, the Monitoring Officer has received in writing the agreement of the Chairperson of the Scrutiny Committee to this decision being taken.
