Reason for urgency:
The proposed decision relates to Winchester City Council seeking an extension to the requirement to submit its substantive Notice of Intention to Commence Plan-Making under the new Local Plan system.
The Council wrote to Government on 5th June 2026 seeking clarification on how plan-making should proceed in the context of Local Government Reorganisation in Hampshire. The Council has also obtained King's Counsel advice on the matter. However, despite the significance of the issue and the approaching statutory deadline, a response from Government has not yet been received.
Given the timing of the 30 June commencement deadline, it is necessary for Cabinet to consider the matter urgently. The chair of The Scrutiny Committee has given his approval under Paragraph 17.1 of the Access to Information Procedure Rules.
