Reason for urgency:
This item was not listed on the Forward Plan for August 2018 as the Council did not propose to hold any Cabinet meetings in August. However, this matter is urgent and cannot reasonably be deferred.

Additionally, it has not been possible to give 28 days notice of a decision to be taken in exempt session, as required under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012.


The report asks the council to consider whether to undertake a land transaction. The matter cannot be delayed until the next cycle of meetings as the owner of the property requires that the transaction, if agreed, is completed as soon as possible following any decision to purchase.

The Chairman of The Overview and Scrutiny Committee has therefore agreed to the matter being considered at the meeting of Cabinet on 20 August 2018 with a subsequent referral to Full Council to be held later that day.
