The reason for the urgency is related to the imminent decision from the LEP regarding funding to support the delivery of a decked car park at Vaultex as part of the delivery of enhanced park and ride provision to support economic recovery and the Winchester Movement Strategy. The timeframe for delivery of the project in line with the funding is challenging and necessitates that work is commenced asap
