Reason for urgency:
The decision is urgent and must be taken at Cabinet on 21 October because of the need to meet the Local Enterprise Partnership funding timetable by entering into preconstruction contracts with Wilmott Dixon.
Under Paragraph 12.3 of the Access to Information Procedure Rules, the Monitoring Officer has received in writing the agreement of the Chairperson of the Scrutiny Committee to this decision being taken.

Explanation of anticipated restriction:
The Vaultex decision was originally listed in the October Forward Plan as an open decision as it was thought that budget negotiations would have concluded by now. However, negotiations are still ongoing and it is therefore necessary for some details to be included as exempt appendices to the report due to commercial confidentiality.
