This decision will be taken under urgency procedures.
Reason for urgency:
The decision relates to the report “Adoption of the Winchester District Local Plan 2040 and the preparation of the Local Plan 2044” which will be considered by Scrutiny Committee on 17 March, Cabinet on 18 March before a final decision is taken by Full Council on 21 May 26.
The reason for the urgency is that the City Council has a Regulatory requirement to commence work on the Local Plan 2044 and is required to meet two key deadlines that have been set by the Government this year (i.e. to issue the Notice of Intention to commence work on the Local Plan 2044 by 30 June 2026 and to reach Gateway 1 by the 31 October 2026). In order to ensure that we can meet these two key Government deadlines, a decision is required before the pre-election period to progress work on the next Local Plan 2044.
Under Para. 17.1 of the Access to Information Procedure Rules, the Chairperson of Scrutiny Committee has agreed to this decision being taken.
