1.	Apologies and Deputy Members To note the names of apologies given and deputy members who are attending the meeting in place of appointed members. Minutes: No apologies were given.
2.	Declarations of Interests To receive any disclosure of interests from Members and Officers in matters to be discussed. Note: Councillors are reminded of their obligations to declare disclosable pecuniary interests, personal and/or prejudicial interests in accordance with legislation and the Council’s Code of Conduct. If you require advice, please contact the appropriate Democratic Services Officer, prior to the meeting. Minutes: Councillor Hiscock declared a non-pecuniary interest concerning items upon the agenda that may be related to his role as a County Councillor. Councillor Scott declared a personal (but not prejudicial) interest concerning agenda item 9, Housing Revenue Account Budget 2021/22 as he was a Council tenant.

4.	Minutes of the meeting of the 25th November 2020 PDF 127 KB That the minutes of the meeting be signed as a correct record. Minutes: RESOLVED: That the minutes of the previous meeting held on the 25^th November 2020 be approved and adopted.

PDF 246 KB Minutes: Scrutiny report reference SC040 Cabinet report reference CAB3289 The Deputy Leader and Cabinet member for Finance and Risk introduced the report which was being presented to Cabinet on the 11 February 2021. The report, (SC040) requested the committee comment on the proposals within the cabinet report, ref CAB3289. CAB3289 set out the current financial challenges, updated members on the impact of the recent government settlement, updated on progress with work to reduce net operating costs and included proposals to ensure a balanced budget be maintained in 2021/22 whilst supporting the delivery of the key priorities of the Council Plan. The committee asked questions and raised comments which were responded to by officers, the Deputy Leader, the Cabinet member for Built Environment and Wellbeing and the Cabinet member for Service Quality and Transformation accordingly and these comments were noted by the cabinet members present at the meeting. RESOLVED: The committee agreed that there were no particular matters that it wished to raise for Cabinet to consider further.

Minutes: Scrutiny report reference SC037 Cabinet report reference CAB3283 The Deputy Leader and Cabinet member for Finance and Risk introduced the report which was being presented to Cabinet on the 11 February 2021. The report (SC037) invited the committee to comment on the proposals within the cabinet report, ref CAB3283. CAB3283 set out the council's capital spending programme and the principles which underpin this to deliver the desired priorities as set out in the council plan. It detailed the overall programme for the next 10 years, how this would be financed, and the impact of the programme on the council’s medium term financial strategy. The committee asked questions and raised comments which were responded to by officers, the Deputy Leader and the Cabinet member for Housing and Asset Management accordingly and these comments were noted by the cabinet members present at the meeting. RESOLVED: The committee agreed that there were no particular matters that it wished to raise for Cabinet to consider further.

CAB3282 set out the proposed Treasury Management Strategy Statement, including the Annual Investment Strategy for the council for 2021/22. The committee asked questions and raised comments which were responded to by officers and the Deputy Leader accordingly, these comments were noted by the cabinet members present at the meeting. RESOLVED: The committee agreed that it would be useful to highlight year on year changes within the document.
9.	Housing Revenue Account (HRA) Budget 2021/22 and Procurement of Term Maintenance Contracts PDF 6 KB View the background to item 9. PDF 376 KB Minutes: Scrutiny report reference SC039 Cabinet report reference CAB3290 The Cabinet member for Housing and Asset Management introduced the report which was being presented to Cabinet on the 11 February 2021. The report (SC039) invited the committee to comment on the proposals within the cabinet report, ref CAB3290. CAB3290 requested approval for the proposed HRA revenue budget for 2021/22 and approval for the capital programme budget proposal for 2021/22 and 10-year plan to 2030/31. Finally, the report included details of the HRA term maintenance contracts and would be seeking Cabinet approval for the proposed procurement actions requested. Representatives of Tenants and Council Together (TACT) had been invited to comment upon the report but due to technical difficulties, had been unable to join the meeting. The committee asked questions and raised comments which were responded to by officers and the Cabinet member for Housing and Asset Management accordingly, these comments were noted by the cabinet members present at the meeting. The report (SC042) invited the committee to comment on the proposals within the cabinet report, ref CAB3286. CAB3286 set out a refreshed Council Plan which refined the actions and objectives for the coming years, taking into consideration the impact of and recovery from the COVID-19 pandemic. There were no proposed changes to the council’s five strategic priorities. The committee asked questions and raised comments which were responded to by officers, the Leader and the Cabinet member for Built Environment and Wellbeing accordingly, these comments were noted by the cabinet members present at the meeting. RESOLVED: The committee agreed that there were no particular matters that it wished to raise for Cabinet to consider further.
11.	To note the Work Programme for 2020/21 PDF 86 KB Minutes: The chairperson advised that the next meeting of the committee, on the 11 March 2021 would be attended by Chief Inspector Jon Turton, District Police Commander. It was also confirmed that group leaders were providing nominations to the mental health task and finish panel. RESOLVED: That the work plan be noted
