The Deputy Leader and Cabinet member for Finance and Risk introduced the report which was being presented to Cabinet on the 11 February 2021.
The report, (SC040) requested the committee comment on the proposals within the cabinet report, ref CAB3289. CAB3289 set out the current financial challenges, updated members on the impact of the recent government settlement, updated on progress with work to reduce net operating costs and included proposals to ensure a balanced budget be maintained in 2021/22 whilst supporting the delivery of the key priorities of the Council Plan.
The committee asked questions and raised comments which were responded to by officers, the Deputy Leader, the Cabinet member for Built Environment and Wellbeing and the Cabinet member for Service Quality and Transformation accordingly and these comments were noted by the cabinet members present at the meeting.
RESOLVED:
The committee agreed that there were no particular matters that it wished to raise for Cabinet to consider further.

The Deputy Leader and Cabinet member for Finance and Risk introduced the report which was being presented to Cabinet on the 11 February 2021. The report (SC037) invited the committee to comment on the proposals within the cabinet report, ref CAB3283. CAB3283 set out the council's capital spending programme and the principles which underpin this to deliver the desired priorities as set out in the council plan. It detailed the overall programme for the next 10 years, how this would be financed, and the impact of the programme on the council’s medium term financial strategy.

The Cabinet member for Housing and Asset Management introduced the report which was being presented to Cabinet on the 11 February 2021. The report (SC039) invited the committee to comment on the proposals within the cabinet report, ref CAB3290. CAB3290 requested approval for the proposed HRA revenue budget for 2021/22 and approval for the capital programme budget proposal for 2021/22 and 10-year plan to 2030/31. Finally, the report included details of the HRA term maintenance contracts and would be seeking Cabinet approval for the proposed procurement actions requested.
Representatives of Tenants and Council Together (TACT) had been invited to comment upon the report but due to technical difficulties, had been unable to join the meeting.

The Leader of the council introduced the report which was being presented to Cabinet on the 11 February 2021. The report (SC042) invited the committee to comment on the proposals within the cabinet report, ref CAB3286. CAB3286 set out a refreshed Council Plan which refined the actions and objectives for the coming years, taking into consideration the impact of and recovery from the COVID-19 pandemic. There were no proposed changes to the council’s five strategic priorities.
